1975 Kansas GOVERNOR Sample License Plate Low Digit # 1

Description

From my dads collection.   He has a sticker on back that says “governor “.  I believe he thought it was a real governor plate.   I see others so it was a sample.   Still, hard to come by and in mint shape.
